Greetings,

Looks like if postgresql-common and postgresql-client-8.0 are
  installed but postgresql-8.0 isn't then
/etc/postgresql-common/user_clusters never gets populated and you get
an 'Invalid PostgreSQL cluser version' when you try to run psql.

It should be possible to install postgresql-client-8.0 &
postgresql-common and be able to then connect to a PostgreSQL server
on a remote machine w/o having to configure things. Not sure the best
way to fix this, perhaps if the file is empty just pick the
  highest-version number in /usr/lib/postgresql?

        Thanks,

                Stephen
