So that is really strange. Do you have
        /usr/bin/kpsewhich
and if yes, what please is your 
        PATH
setting. Of course nothing can work if these binaries are not present,
but since texlive-base-bin are shipping them and we are in the postinst
script we should be able to call them.

So it looks your system is seriously hosed.
