no, the point is to prevent a too new localization to enter testing
/before/ the matching iceape has entered testing.

you can leave the upper bound as 'unsharp' as 1.9.9 or whatever is
suitable for iceape.

i'm sorry if i wasn't clear enough saying, that only the lower bound is
of importance.
