AFAICT, it wasn't reverted as much as incorrectly closed.

A lot of static allocations are based on these values, so quite a bit of
could would need to be rewritten for dynamic memory management in order to
get rid of these hardwired constants. While this is certainly possible,
gnumeric's developers have limited resources and have not yet gotten around
to this.
