Sorry, that won't work. (Otherwise I would have specified that as the
patch.) I start with that as my initial patch and then adjust it to suit
the particular package. The autotools-dev instructions do not work for
base-passwd, just as they do not work for other packages. That may be
due to upstream bugs but the autotools-dev recommendation is only a
recommendation - packages are free to implement things differently.

Unlike other mass bug filings, the cross build support bugs are prepared
 through an entirely manual process, each patch is bespoke for the
particular package.
