Sorry, that won't work. (Otherwise I would have specified that as the patch.) I start with that as my initial patch and then adjust it to suit the particular package. The autotools-dev instructions do not work for base-passwd, just as they do not work for other packages. That may be due to upstream bugs but the autotools-dev recommendation is only a recommendation - packages are free to implement things differently.
