Unfortunately not. Now it is, from the svn log:

and there is only the ubbold.fd in sauterfonts in texlive svn version.
And even more unfortunately we (I) didn't fix it till now in the Debian
packages, although it is a one-line addition to tpm2deb.cfg (grr).
I just submitted everything:
* [base] do not install tex/latex/jknapltx/ubbold.fd, it break the bbold
fonts (Closes: #449221). Thanks and sorry Ralf for ignoring you so long!
