arpack copyright notice at
http://packages.debian.org/changelogs/pool/main/a/arpack/current/copyright,
which states it is a public-domain software is incorrect.

According to the software download page,
http://www.caam.rice.edu/software/ARPACK/, it is licensed under a
"RiceBSD" license.

Further, this license is considered non-free (and possibly in violation
of DFSG), because of a clause that requires contacting the authors when
the project is used in a project other than GNU Octave or Fedora (as far
as I know), and because of this requirement, it is also
GPL-incompatible, although it looks as though this by itself isn't a
problem so far.
