If you're unwilling to support your packages on multiple platforms, I just don't know what to say. Perhaps you want to reconsider your commitment to Debian, but telling a Release Manager that you don't feel like doing your part is hardly an auspicious way to start on the path to becoming a developer. There are plenty of people who can provide access to arm machines to you, and there are plenty of emulators availale if you can't be bothered to find those people.
