Well, Helge kept the "obsolete" entries which is something that can be handy on files that change often and where "old" translations can be re-used for some new strings (at least with fuzzy matching). See this as a kind of translation memory. When it comes at debconf stuff, such memory is probably more a waste than really useful but I would leave up to translators to decide whether files need to be cleaned out or not. As a matter of principle, I never clean files myself but in case you want to do it, the key is "msgattrib --no-obsolete".
