Ok.  Of those two local include files, one is included in libpam0g-dev
(/usr/include/security/pam_filter.h) and the other is the autoconf-generated
config.h file which should not be shipped.

I don't know that I consider this a bug; even if you succeeded in compiling
/usr/share/doc/libpam-modules/examples/upperLOWER.c, it is not /useful/
code, it's just demo code.  I will probably not spend any time on this
low-priority bug in the foreseeable future, given that anyone who's going to
make use of this code needs to be fluent in C anyway to modify it for a
useful purpose.
