The configure test tries to compile and run config/config.trampoline.c which is basically the same as ffcall's ffcall/callback/trampoline_r/test1.c. AFAICS the ffcall's testsuite also failed on arm. It seems to me that the patch at http://savannah.gnu.org/bugs/?func=detailitem&item_id=9468 was never accepted upstream. Maybe it's worth trying disabling it in the Debian's ffcall package and retrying -base on arm (if ffcall builds on arm, of course).
