I know that mounting /tmp as noexec (for a bit of extra security) is not 
officially
supported by Debian, but it is still common and it should be easy to fix.

I see two ways to go about it:

  1- Use mktemp to create a temp directory inside the current directory (where 
the
     package is currently being built, guaranteed to be executable).

  2- Add a configuration option to specify the temp directory to use.
