It is new behavior. Compare the behavior of 2.12.1-1 with 2.10.13-1. It is quite noticable after you've used it for a few minutes, unless you have beeps disabled, or regularly don't make mistakes. Some of these aren't even mistakes, though, like pressing PAGE UP until you get to the top of the document, or pressing DOWN at the end of the last paragraph to see whether or not the document ends in a new line.
As for working around it, I disabled beeps completely. I've been meaning to do it for awhile, but had not gotten around to it.
