I can use approx with LANG=ru_RU.UTF-8, and it attempts to download the Russian translation files. It fails because they aren't on the remote repository, so apt-get gets a 404 and prints "Ign ...". I think this is correct behavior. I also tried with a French locale, for which there were translation files, and this seemed to work OK too.
