The orig.tar.gz was uploaded to the security archive with xulrunner_1.8.0.14~pre071019b-0etch1 . Therefore it was not included in xulrunner_1.8.0.14~pre071019b-0lenny1. The .orig.tar.gz should also be in proposed-updates but according to rmadison it is not (I don't know why).
The upload to testing-proposed-updates on ftp-master is done automatically by the dak on security-master. It always uses the same .changes file as for the upload to security-master, we cannot influence this.
To fix this, I think it is enough to wait for xulrunner_1.8.0.14~pre071019b-0etch1 to appear in proposed-updates.
