This makes no sense at all. What you're saying is that if any package is not available on all arches, all of its dependencies "have to go". Would you please clarify? Furthermore, the testing reasons entry at http://bjorn.haxx.se/debian/testing.pl?package=petsc indicates that petsc is only waiting for its reverse-depends illuminator and libmesh to transition. It doesn't seem that depending on openmpi is a problem for entering testing.
