So you need "/usr/bin/perldoc" ? If yes, maybe you could simply use
"pod2man | nroff -man" just like perldoc does ?

The difference being that you have to know where the POD documentation is.

Well, it's your choice... but I dislike when I don't understand why
the package is recommended. So I'd ask your to document in the
README.Debian what feature is enabled with the presense of perl-doc.
That way, the admin can remove/install the recommended package knowing
what it changes...
