Thanks for this. What client are you using? What version? Which version
of apt-cacher last worked? Did you upgrade anything else at the same
time as apt-cacher?

I take it from this you are running in CGI mode? What version of apache? Have 
you tried one of
the daemon modes? -- they should be faster as well
