Unfortunately I cannot reproduce this behaviour either.
I've opened the bottom panel, selected a tab, went to the next entry,
opened a different tab, ..., and then "scrolled" in the upper pane
with the arrow-up key. And the bottom pane stayed at the last
selected tab.
I also tried your prefs.xml but the effect didn't show up ...

Have you got any idea where that might be stored; I haven't found
anything in prefs.xml.
