After fixing #302103 (<http://bugs.debian.org/302103#39> for the patch),
reportbug will prompt you as follows:

 Querying Debian BTS for reports on wnpp (source)...
 Unable to connect to Debian BTS; continue [y|N|?]? y

You can then choose to continue and finally save the report to a file by
choosing the option.

  q - Don't submit the bug report; instead, save it in a temporary file.
