I also don't know much about dvi, and finding out details about it on
google is not easy. Took me some time to find
http://project.ktug.or.kr/dvipdfmx/doc/tug2005.pdf
which shows a use of the sh special command on the tpic page. Looking
into the grodvi manpage after that showed me:

   The troff drawing primitives are implemented using the tpic version 2
specials.  If the driver does not  support  these, the \D commands will
not produce any output.

So sorry for the noise, seems that tpic special commands are missing in
kdvi. It would be great if anybody could link to a proper description of
all dvi commands and magic... :\

I've forwarded the bug to KDE's bugtracker.
