It should be compiled with -fPIC. You could add a little dirty patch to do so. The proper fix is to deal with speech-tools configuration system. This may mean some work. There's no benefit however. Resulting code may lead to heap corruption (on amd64, not on i386). Current festival version isn't ready for this usage (plugins). You can still build executables. I would leave this bug alone till we have a more recent festival version (no need to hurry :). I guess it won't be fixed because the affected subsystem hasn't changed, but it'll be easier for upstream to accept patches (big patches).
