No, picins.sty has also been removed from upstream TeX Live in October 2005. The fact that the above file is included only means that picins.sty is on CTAN. Look for example at /usr/share/doc/texlive-doc-en/english/catalogue/entries/frenchpro.html which is actually a shareware package. There is an error in picins.html though, since it still claims that it is part of TeX Live.
