unfortunately, i didn't prepare this update for cacti (i only recently
took over the package), so i'm not too familiar with what's going on.
what's happening is the debconf-assisted stuff is trying and failing
to install the cacti database. you can probably get around this
by commenting out the section of code in the postinst (i'm guessing
that's where it is) that's causing the upgrade to fail.
