The reference to libtheora is in the libshout3-dev package.  The
libshout3-dev package does not have a dependency on libtheora-dev, therefore
this reference can't be resolved.  It's the exact same problem as if there
were missing headers being included indirectly, just with .la files instead
of headers: it's a libshout3-dev bug, not an ices2 bug.
