Regarding the issue: a) "watchdog reboots when system is upgraded" It's no bug, the admin has to stop it before doing an "apt-get upgrade" (does stopping the daemon close /dev/watchdog the way described in manpage? I guess so) b) "watchdog keeps the system rebooting" As noted in the bug reports, runlevel 10 is way to early to start the watchdog.
