xen-utils-3.0-unstable-1uninstalling these (not needed really, since I had xen-3.1 installed) resolved the issue.

I ran into this problem as well turns out I created the problem as
xenman had worked previously. I had subsequently installed
xen-ioemu-3.0-unstable
