OK, I've taken out all of the localhost:9988 from everything except
ftp.uk.debian.org/debian/ testing main
dselect update now works fine, and aptitude is also working happily -
yay!

I had rebooted the machine before I first ran dselect update this
morning.  grep -A10 -B10 ... output attached.
