Here, the argument to count is a range.

Here, it isn't, as the return value of "address" is of type "string"; it is
not a reference, nor is it automatically converted into one.

Yes, sort of. Type-wise, things didn't match up to your expectations.

Playing around with things, even something like
        =count(A1:sum(1))
does not generate an error, which it really should.
