Subject: twiki: Upgrade script overwrites user-modified files

After upgrading from 20040902-1 to 20040902-3 I found that my customized
versions of certain files had been overwritten, without warning, and
with no backup copies made.  These are the files I modified which were
subsequently overwritten:

/var/lib/twiki/bin/mailnotify
/var/lib/twiki/templates/twiki.dragon.tmpl
/var/lib/twiki/templates/dragonmenu.dragon.tmpl

The templates seem likely to be customized by users, so overwiting
changes without warning seems possibly dangerous.  The config file
(/etc/twiki/TWiki.cfg) was not overwritten.
