"see" is a bad choice for PAGER on a typical system, because many
programs that might reasonably be the viewer for type text/plain do
not accept input on standard input. PAGER is quite a specialised
function. I suggest that you remove the recommendation to use see for
PAGER for this reason.

Also, PAGER is typically used for text/plain only, so the MIME type
testing done by run-mailcap isn't very useful; it's safe always to use
a text viewer for PAGER.
