I am afraid that svn-buildpackage has nothing to do with this and this is a
limitation in subversion. It complains when the type of the item chnages (e.g. a
file becomes a directory or, in your case a file becomes a symlink).

I don't think is reasonable nor wise to ask svn-buildpackage to hide such
changes in the upstream tar ball, since they are the kind of changes which you,
as a maintainer, should be aware of (it probably changes stuff in the packaging,
too).

I am marking this as wontfix for the reasons explained above.
