I am afraid that svn-buildpackage has nothing to do with this and this is a limitation in subversion. I don't think is reasonable nor wise to ask svn-buildpackage to hide such changes in the upstream tar ball, since they are the kind of changes which you, as a maintainer, should be aware of (it probably changes stuff in the packaging, too).
