The mplayer/replace-existing-files-bail template also falls in that category...even more, imho, than cfgnote. Similarly, mplayer/install_codecs does for me also belong to README.Debian. Why not, indeed, propose users to launch the script that downloads the non free codecs? Something like "Do you want to download non free binary codecs?" and a long description explaining that these codecs are not free and blahblah.....
