Can you tell me, when this errors occurs (for which exact ID?)? On a new installation? During an update? Did you use the package from debian.org or did you build the package yourself? I'm really surprised, because there is AFAIK no bit in update-xmlcatalog, that tries to access the network. I checked an installation of docbook-xml inside a chroot without net-access and it worked. I also did not see any network access. However, I did not write the code, so I maybe just missed the bit causing this error (I'm still examining). But a little bit more information would help a lot.
