Hmm, if debhelper calls dpkg-shlibdeps -x package, it will need to depend on the new dpkg-dev. Thus making backports annoying.
I'm willing to do it, though. It's not the first time debhelper has needed a version dpkg-dev dependency. -- see shy jo
