Some more details, why I closed the bug: Showing a popup in the user desktop session is not really the right solution and doesn't help anyway, as the configuration has to be done by the administrator and not the unpriviledged user.
It could also be the case that the administrator has specifically denied access to NetworkManager for certain users, so annoying then with a popup each time they login will very likely cause more confusion for users.
