bacula-dir shows as stopped and then restarted, but bacula-sd and
bacula-fd only show as started.  The usual "start" operation is a
no-op if the daemon is already running, leading me to wonder if the
new code is active after the install.

This might be a real bug, a cosmetic bug (i.e., the display log is
off), or a non-bug (everything is fine and I've just misunderstood).

At any rate, I'll do a restart of the two daemons just to be safe.
