True, and that should be a bug in debsign. I am filing it.

Anyway, from the debug output it seems that you are passing -m to
debsign, which would then cause it to ignore the environment anyway.
I think a -k option to dcut would be the easiest solution though. Or
only passing -m to debsign when it's passed to dcut.
