There is no reason for the gnupg package to depend on the makedev
package: it does not call /dev/MAKEDEV and /dev/{u,}random is guaranteed
to be available anyway on every system.
I am raising the severity of this bug because gnupg is the only
non-niche package which depends on makedev without an alternative to
udev, so it prevents uninstalling it from most systems.
