Located the bug. It is in menu-xdg but not in the icon fileds. /var/lib/menu-xdg/menus/debian-menu.menu refers to *.directory files with spaces in their file names, e.g. "debian-applications-data management.directory" but the file names in /var/lib/menu-xdg/desktop-directories/menu-xdg have spaces where debian-menu.menu uses spaces.
