Bug#413391: 1.5.4.3 doesn't fix

No joy with 1.5.4.3.

I should note that, unlike the original bug report, updating the index 
works fine; it is only retrieving packages that times out.

I then ran:

$ sudo ./apt-cacher-cleanup.pl -v --force

which appeared to clean up a lot of old junk that was silently blocking 
without the --force parameter, but it didn't fix the problem.
