Yes, the problem existed without libc6-i686. My bad, I sidetracked #441975 
because libc6-i686 had nothing to do with it anymore: see 
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=441975#70 and 
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=441975#75

Also, I filed the bug after trying to upgrade xserver-xorg, which segfaulted 
just the same at /usr/share/debconf/frontend. Then I tried to simply run 
/usr/share/debconf/frontend without any arguments -- direct segfault, no output.

After manually changing the frontend, no more segfault, and both libc6 and 
xserver-xorg upgraded correctly.

Right now however I can't reproduce it anymore, as I said in 
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=443753#22
