Well, that's fine. :) But even better would be to ship
/usr/share/doc/cpufrequtils/examples/cpufrequtils.sample
as /etc/default/cpufrequtils.

You can deactivate all the lines in /etc/default/cpufrequtils then
of course by default, but the presence of the file (instead of
checking out that it's
/usr/share/doc/cpufrequtils/examples/cpufrequtils.sample by default)
would improve finding the place of configuration a *lot* IMO.
