I think this is quite serious. The fix is to use whatever mechanisms TeX has to ensure that the desired glyph appears on the user's screen or in their printout. It is part of the job of a processing system like debiandoc-sgml to use the typesetter's escaping tags directives, or whatever other facilities it provides, to make the output be the proper representation of the input.
