I've seen this behaviour only on search engines. Could you point me to the spec

Yes, you're right.
The real bug is that the "+" sign is not urlencoded() in links.
See, for example:

http://changelogs.debian.net/cpulimit

As you can see, links are not encoded, thus one clicking on one of those,
gets to the page I found. Is this a qa.d.o bug? Please, reassign it to the right
pseudo-package if the case.
