I think the fundamental problem here is what I have reported in #442871.
 Implementing your patch is the best solution, but this is really
something that need to be fixed upstream, as relying on the
configuration of a third-party software in your own is not really robust.

Also, I would tend to think /etc/sudo-ldap.conf would make more sense,
as the configuration files of libnss-ldap and libpam-ldap are stored
directly under /etc, while /etc/ldap/ contain mostly configuration files
related to OpenLDAP (server and clients).
