I've been encountering the same problem since qemu 0.8.2 and kqemu 1.3.0~pre9. The current qemu version is 0.9.0+20070816-1. Surprisingly, the same qemu and kqemu version under gentoo and LFS works fine, and works under Windows as well. So as a first look the problem probably sits in Debian side.
