An explicit Depends on cpp would definitely be overkill, since it'll
work with any suitable preprocessor -- the grompp man page even
describes how to use it with m4.

I see now that grompp does not handle the *absence* of cpp (or a
suitable alternative) gracefully, even if no preprocessor features are
being used, but this can be solved by adding "-pp" to the grompp command
line.  The grompp error message without -pp is rather uninformative...
I'll see about improving that too.
