On the main point, #3 of the original report, I think it's a non-problem. dpkg-reconfigure does not seem to change the files in /etc/cups, but it must be changing files elsewhere. I tried deleting one backend (via dpkg-reconfigure), and lpinfo -v subsequently showed it was gone.
I tested with cupsys 1.3.0-3 . Where this happens I'm not sure. /usr/lib/cups/backend/ was touched, and there was no parallel file in that directly. Oddly, /usr/lib/cups/backend-available/ was not touched, and still has parallel in it. On the other points, #1 remains, since the document has not changed.
