See Policy 12.3, which is clear on that topic. That's a *should*, not a
*must*.

Is/Was that bugreport about documentation at the wrong place (bug title),
about missing documentation (bug body), or about configuration files
under /usr/share?

You may want to leave some time to the maintainers to handle the bug
reports they receive, although patches are welcome. I'm not sure many
packages maintained by the Games Team need (0-day) NMU for non-RC bugs…
